The Commoners' Council of United Peoples [CCUP] is currently the largest grossing political party within the Arcan Federation for local governance, it is equal to that of the Modernist Party for planetary governance (with control of one planet apiece), and the third largest grossing party for federal governance. The CCUP is a Council Communist organization which believes in elected councils for the oversight and control of all aspects of economic and political life in the Arcan Federation. In accordance with this principle, every member of the Commoners' Council is considered a co-chair of the Council (though there are unofficial "leaders" within the party whom have more sway than most others) with equal voting rights on all matters. Many party members have proclaimed a direct influence of the Otimoist movement of the late 21st century on their political ideologies. In fact, Raylan Tenshin, one of the two co-founders of the CCUP, has stated on various occasions that the tales of the Arcan Otimoist Collective which her father told her as a child was prominent in the formation of her political views and dreams for the Council.
