Role of the High Tribunal in Arcan Federative Governance:
The High Tribunal of the Arcan Federation is a 9-member body whose members, other than the Arbiter, are nominated by the Premier and confirmed by the Supreme Arcan Soviet. The Arbiter is elected by popular vote to serve a term of 20 years, while still elgible of being re-elected or nominated by the Premier at a later point for the Soviet's approval. The Associates serve for life terms or until voluntary retirement. The High Tribunal acts as the highest court of the republic and may overturn legislation from the Senate, or any other national government within the Federation. However, decisions may be overturned by a 2/3 vote of the full Soviet with the signature of Premier and Chancellor.
Below the High Tribunal are the Planetary Tribunals, the highest tribunals (other than the High Tribunal) of their planetary jurisdictions, and the lower-level federative courts of the Arcan Federation. These lower-level courts include the Federative District Courts of Appeal, which hear appeals to rulings made by all tribunals and courts within the judicial system of the Arcan Federation, and the Federative District Courts, which serve as the first level of the federal judicial system above the Planetary Tribunals.
