Role of the Supreme Arcan Soviet in Arcan Federative Governance:
The Supreme Arcan Soviet, most often shortened as simply "The SAS," is the unicameral legislative body of the Arcan Federative Government; headquartered in Kreedo, Arcis. The current SAS is comprised of 620 Soviet Consuls (most often referred to simply as "Consuls"), whom are elected once every five years in the Federation's pentennial election system. Consuls have no set term limits under the current constitution of the Arcan Federation. A Consul can be recalled by the citizenry of whom they represent if evidence is presented before the District Court that proves that Consul is guilty of wrongdoing in their position of power. If the District Court decides with the citizenry on the matter presented, the Consul in question has 10 tangen to appeal the decision in a District Court of Appeal. If the appeal then overturns the previous decision, the citizenry may appeal that decision to the High Tribunal, and whatever decision is made in the High Tribunal shall be final. In the SAS, a plurality of 40% (248 Consuls) is needed in order to form a government without need of a coalition.
The SAS is charged with the authority to draft, propose, and vote upon legislation (which, if passed, is then sent to the Premier in order to be enacted), overturn a Premieral veto with a 2/3rds majority (413 Consuls), approve of Premieral appointees to Commissar roles and the federal courts, declare war at the Premier's proposal, impeach and subsequently try all high-level federal officials, including but not limited to the Premier, Chancellor, Arbiter, and all Commissars, enact treaties and agreements with foreign powers, and approve of the Premier's proposed annual fiscal budgets.
