Role of the Premier of the Arcan Federative:

The Premier of the Arcan Federative, most often shortened as simply "The Premier" or "Premier," is the head of state and government for the Federative State. An individual seeking this position must be elected with at least 750,000 additional votes to his closest opponent in the general election; one of which will be held every six years. If the individual does not garner 750,000 additional votes, a recount is to be held. If the recount once again shows that no candidate garnered the clear majority, than a second round of voting will be held between the two top-grossing candidates; at that point, whoever wins the second round with a simple majority, after an initial recount to ensure validity of the results, is declared the winner and Premier-elect. The Premier has a two-term term limit, as keeping to the informal tradition of Premiers past.

The individual elected to the Arcan Premiership is charged with the authority to draft and propose legislation (as long as there are, at least, 20 co-sponsors in the SAS), veto legislation (which can be overridden with a 2/3 vote), sign legislation into law, act as commander-in-chief of the armed forces of the Arcan Federation (The Premier is limited to commanding and directing the militariat and planning militariat strategy, but not granted the authority to declare war or raise and regulate fleets and armies), recognize new nations and/or governments, negotiate treaties with foreign powers, appoint Justices to the High Tribunal, and Commissars to each Commissariat position.
