Role of the Executive Cabinet of the Premier:

The Executive Cabinet of the Premier, most often shortened as simply "The Executive Cabinet," "The Cabinet," or "The Premier's Cabinet," is comprised of the heads of each Federal Commissariat, known as the Commissars, as well as the Chancellor and the Premier's personal advisers. The Premier's personal advisers give the Premier advice upon shaping his/her legislative and executive agendas, as well as how to implement them, the Chancellor is charged with ensuring the Premier's legislative agenda is passed in the Soviet, and the Commissars are in charge of coordinating the Premier's agenda once it is passed into law.

The Premier's personal advisers are hired by the Premier personally, and the Commissars are nominated by the Premier and approved by the Supreme Arcan Soviet. If the majority party in the Raisovet has, at the very least, 40% of the total seats, then they are entitled to fill all Commissar positions with members of their particular party. If no party reaches a 40% majority, then a coalition government that equals a total of 40% of the seats in the Raisovet is allowed to form and decide which party gets to seat individuals in which Commissar positions.

Detailed Description of the Role of the Chancellor of the Arcan Federation:

The Chancellor of the Arcan Federation, most often shortened as simply "The Chancellor" or "Chancellor," is the head of the Arcan Federative's Raisovet, and highest ranking official in the Premieral Cabinet. The Chancellor is chosen from within the Raisovet of the Arcan Federative by the Presidium. The Chancellor has a term limit of three terms, as well as being limited to their term limits as a Raisovetnik. If the Chancellor fails to be re-elected to their seat in the Raisovet before their term is up, the Presidium shall come together for an emergency meeting to elect an interim Chancellor to serve out the remainder of their predecessor's term.

The individual elected to the Arcan Chancellery is endowed with the ability to make the tie-breaking vote in the case of an even split, become a co-sponsor for legislation (which is helpful in order to have the Premier's legislative proposals, which require at least 20 co-sponsors, considered on the floor of the Soviet), and act as second in the line of succession to the Premiership.
